The bodies of 16 people have been pulled from the sea off the coast of Melilla, a small Spanish territory bordering Morocco.
Moroccan rescue services recovered the corpses after the crew of a Spanish ship spotted them in the water.
A medical official told AFP news agency all the dead were from sub-Saharan Africa, apart from one Moroccan.
It is thought they may have been hoping to reach Europe by sailing from Melilla, despite storm warnings.
Melilla, which is just 12 sq km (7 square miles), is a major crossing point for undocumented migrants seeking work or asylum in Europe.
It is one of only two EU land borders with Africa – the other being a second Spanish enclave, Ceuta.
Spanish newspaper El Pais reported the bodies were found floating on Saturday around 6-8 km from Melilla’s coast.
A spokeswoman for Melilla’s authorities said earlier that “about 20” bodies had been retrieved.
The exact death toll has not yet been confirmed. Spanish rescue services resumed a search on Sunday morning.

Guyanese provided a stimulus forb this economy.
They are more willing to do Agriculture
They provide a variation in the gene pool
They supported Barbados economically by spending money in places such as Fairchild Street, Oistins and Cheapside. They rented properties for accommodation and Agriculture. They provided artisans who were more honest than many of the Bajans who were just ripping off locals by taking people's money and not doing the work. They were willing to do Agriculture

Jennifer we have allowed the first world countries to fool us about the notion of comparative advantage. It is cheaper to import goods. So we stop growing food and run up avoidable deficits. The capitalists knows that in order to survive they have to keep people poor. We need to feed ourselves in Africa and the Caribbean. We need to take care of ourselves first. The same thing is happening in Guyana and Jamaica.

If these African governments would only just provide the essential ingredients for their people to develop, we would not keep getting these incidences. People would want to stay in their homeland and make meaningful contributions. These so called leaders need to stop cohabitation with the same vultures, which only leads to the disenfranchisement their people and virtual brain drain.
