Sivers ends stint as Commissioner of BRA

The Commissioner of the Barbados Revenue Authority (BRA) Margaret Sivers is set to leave to her post.

In a communique to staff, Sivers said it was with a heavy heart that she had to inform them she was being transferred back to the Ministry of Finance and Economic Affairs.
While Sivers did not give a specific date for her departure she told staff this was her last message to them as their Commissioner.

“As with any living organism, there is one thing we are all assured of as we live and breathe: there will be change in our lives, nothing remains constant and so, after nearly five years of interacting and communicating with you as your Commissioner, this is my last message to you in the capacity as Revenue Commissioner,” she wrote.

Sivers, who had managed the transition of the various revenue collecting agencies that formally merged into the BRA on April 1, 2016, said she had been requested to return to the Ministry to finish the work she started on the implementation of the Development Plan 2000 – 2020.

“As you are aware, I would have started, in the Ministry of Finance and Economic Affairs, assisting with the implementation of its Development Plan 2000 – 2020. This included computerization of the Treasury, implementing accrual accounting, consolidation of the major revenue collecting agencies in a central revenue authority and developing a consolidated reporting framework for the Government of Barbados that included the public sector and state owned enterprises,” Sivers stated.

“You are also aware of the Barbados Economic Recovery and Transformation (BERT) Programme being implemented by the Government. I have been requested to return to the Ministry of Finance, Economic Affairs and Investment to assist with completing the reforms started in 2000 and the management of the reporting requirements under the BERT programme,” she added.

The outgoing BRA boss apologized to her department for the short notice in telling them of her departure, explaining that it was beyond her control as the details for the transition are still being worked on.

“As to who will be taking over the chair, the Board still has to make that decision but it is expected that this should be determined shortly,” she said.

Sivers said even though BRA was at a fledgling stage and finding its way through the reform process, she is comforted in knowing she was leaving the Authority in relatively good shape. (EJ)

History would record that her contribution to the public service over the last twenty years is immeasurable
Most of her assignments were new and complicated and I am sure would have been shirked by others
That there were missteps along the way and everything was not accomplished is nothing for her to be ashamed about

I seems to me like people in high places have been doing as they like with the people's money. More people will be shifted to places where money does not exist to tempt.More heads will roll in other places and we can't cry foul when they get rat out. .......Just wait!

No one is entitled to get a pay-cheque by just turning up for work. Must earn your pay otherwise you are just drawing a salary by fraud.

Nothing else need to be said here.

  • We Bajans are a bunch of cowardly people. We wait until someone is down or has turned his/her back, then to join the pack to rain blows down on them. Why couldn't these revelations been brought out in the open while that person was at the helm?
