Consumer group: Balance support for vendors with fair pricing

The Barbados Consumer Empowerment Network (BCEN) has warned that while Barbadians should support wayside vendors and domestic producers, that support must not become an excuse for unfair prices at a time when many households are struggling with the cost of living.

BCEN is adamant that in a small, import-dependent economy such as Barbados, strengthening domestic production is critical to economic resilience, foreign exchange stability and food security, and that supporting local farmers and vendors should, in principle, benefit the entire society.ย ย 

At the same time, the executive chairman of BCEN, Maureen Holder, told Barbados TODAY on Wednesday that wayside vending should not mean excessive prices.ย ย 

She said: โ€œA recent experience reported to BCEN highlights a growing concern that must be addressed honestly. A consumer purchasing cucumbers from a roadside vendor was told that the elevated price reflected a shortage. Yet, subsequent checks suggested that no such shortage existed. This incident, while seemingly minor, speaks to a broader and more troubling issue โ€“ the use of unverified claims to justify higher prices in a cost-of-living crisis.โ€

โ€œBCEN believes it is important to be clear: support for local production must not become a justification for unfair pricing. Consumers in Barbados are already navigating a difficult economic environment. The cost of living remains high, shaped by global price pressures, shipping costs, energy prices and domestic mark-ups.โ€ย 

โ€œWithin this context, there is increasing public encouragement to support wayside vendors and small producers rather than large supermarket chains. This is a valid and important objective, as small vendors play a vital role in livelihoods, community economies and local distribution networks.โ€ย ย 

Yet an uncomfortable reality must also be acknowledged, she said.ย ย 

โ€œIn some cases, consumers are finding that the same or similar produce is actually cheaper in supermarkets than from wayside vendors. This creates a real and immediate dilemma: consumers are effectively being asked to choose between supporting small local vendors and managing their already strained household budgets. For many, this is not a meaningful choice โ€“ it is a financial constraint. At the heart of this issue lies a critical distinction that must be made.โ€

According to Holder, there is a growing tendency to conflate support for wayside vendors with an acceptance of higher prices.ย ย 

She contended that these are not the same issue; that supporting small vendors is a matter of economic and social policy, while fair pricing is a matter of consumer rights. When these two are blended, she argued, the burden of sustaining the economy is quietly shifted onto the shoulders of consumers.ย ย 

BCENโ€™s position is that this approach is neither fair nor sustainable.ย ย 

Holder suggested that the principle that should guide this discussion is balance. BCEN stressed that it supports the consumption of local goods and services where they are competitively priced and of acceptable quality. This is essential not only for economic development but also for maintaining consumer trust.ย ย 

โ€œHowever,โ€ the consumer advocate insisted, โ€œthat trust can quickly erode if consumers begin to feel that they are being asked to pay more without justification, particularly in markets where pricing lacks transparency.โ€

โ€œIf โ€˜buy localโ€™ becomes associated with consistently higher prices โ€“ whether from wayside vendors or other sources โ€“ consumers will inevitably gravitate towards cheaper alternatives. This is not a rejection of local products, but a rational response to economic pressure.โ€ย
