New dockmaster hired to safeguard fisheries

For the first time in Barbados’ history, the Ministry of Environment and National Beautification, Green and Blue Economy has appointed a dockmaster.

Minister Adrian Forde confirmed the landmark appointment, describing it as pivotal for the operational safety and disaster readiness of the island’s fishing sector.

He said, “It aligns itself with our new legislation . . . passed in Parliament only recently.” The new legislation, the Sustainable Fisheries Management and Development Act 2025, has introduced sweeping reforms to the fishing sector.

The Dockmaster, McAndrew Ottley, has been contracted for an initial year to coordinate operations at the Bridgetown Fisheries Complex and surrounding boatyards. A seasoned maritime specialist with over 20 years’ experience, Ottley was instrumental in the complex’s post-Hurricane Beryl recovery efforts.

According to Chief Fisheries Officer Dr Shelly-Ann Cox, the dockmaster will oversee vessel berthing, haul-out operations, ice delivery logistics, fish landing records, storm preparation and more.

“This role is about more than managing boats—it’s about safeguarding livelihoods, supporting data collection, and helping transform the Bridgetown Fisheries Complex into a world-class facility,” she stated.

Forde emphasised the dockmaster’s responsibility to ensure vessels are removed to safe harbour ahead of severe weather events.

“They are responsible for the operationalisation of the safe haul-out of boats in these conditions,” he explained. “This is a new initiative . . . we’ve never had that position before.”

The appointment is also expected to improve coordination with the Meteorological Department, integrating weather intelligence into maritime decision-making.

Dr Cox noted that the dockmaster’s tasks include implementing a zonation plan for docking, liaising with market management, and advising on fisheries policy.

Ottley’s extensive disaster preparedness experience is seen as crucial as the ministry ramps up efforts to climate-proof key marine infrastructure.

“This is transformative change,” said Dr Cox, “and we’re confident Mr Ottley is the right person to lead it.”

The move has been welcomed as a proactive step in protecting Barbados’ fisheries, which support hundreds of livelihoods and contribute significantly to national food security.

Officials are calling on all stakeholders to support the dockmaster in ensuring smooth operations at the Bridgetown Fisheries Complex. (SZB)
