Top honour for three

A distinguished public servant, a noted culturalist, and an entrepreneur and a pioneer of the development of the green economy, are the three recipients of Barbados’ highest national honour, the Order of Freedom of Barbados, in the 2022 Independence Day Honours List.

Ian St. Clair Carrington, Director of Finance and a top economic advisor has been awarded for his distinguished career in the public service and exceptional leadership of the Barbados Economic Recovery and Transformation (BERT) programme. The certified general accountant is also a former Director of the National Insurance Scheme.

Elton Deighton Mottley, 84 and Ralph Samuel Decoursey Williams, 80 will receive the award for their service as a culturalist and outstanding contribution as an entrepreneur and a pioneer respectively.

Mottley, uncle of Prime Minister Mia Mottley, was a founder of the Yoruba movement in Barbados in the early 1970s which was established to promote culture in the island.

Much more familiarly known as Elombe, Mottley was a Director of Culture and also established and headed the National Cultural Foundation (NCF) from 1984-1986. He was also a host of several radio programmes in Barbados including the Caribbean Broadcasting Corporation’s Guttaperk and Getting Down to Basics and later Down to Brasstacks on Voice of Barbados.

Williams, widely known as “Bizzy” is an electrical engineer, a motor sports enthusiast and brother to the late C.O.Williams. He is a pioneer of business in Barbados and a founder of the Williams Group of Companies. His award is conferred for his dedication and work in the green economy. He was previously bestowed with the Barbados Gold Crown of Merit in 2002 and the Barbados Jubilee Honour during the 50th anniversary celebrations in 2016.

ORDER OF THE REPUBLIC (For distinguished national achievement and merit.)

Dr. Philomena Ann Mohini-Harris: For her sterling contribution to medicine and distinguished service to the Indian community as Honourary Consul for India.

Christopher Mark Gibbs: For his outstanding contribution to the entertainment industry as a member of the renowned Merrymen and as an athlete for Barbados.

  Dr. Christopher Fitzherbert Hackett: For his stellar career as a Barbadian international public servant serving as Ambassador at the United Nations and his contribution to sustainable development.

HONORARY ORDER OF THE REPUBLIC: (A distinguished person who is not a citizen of Barbados may be conferred an honorary appointment to the Order of the Republic where it is desirable that the person be so honoured by Barbados.)   

Gurdip Bath: For arranging the logistics and facilitating the transportation of 100,000 AstraZeneca vaccines from India to Barbados, in February 2021.  Thus, allowing us to commence our vaccination programme against COVID-19.

GOLD AWARD OF ACHIEVEMENT: (For meritorious service or achievement in Barbados or a community within Barbados.)

Lt. Col. (Ret’d) Florence Edith Wyndham Gittens: For her contribution to nursing, the military and disaster emergency management in Barbados.

GOLD TRIDENT OF EXCELLENCE: (For highly meritorious service or achievement in science, the arts, literature, sport, civic duties or any other endeavour worthy of national recognition.)

Kathy Bernadette Harris: For her outstanding service and generosity to the underprivileged children and families in the Westbury community in particular, and the wider Barbadian community.

William Alexander Lindsay Hinds, S.C.M, BJH: For his pioneering work in developing Photovoltaic Energy in Barbados.

Wayne Gregory Gordon Norville, BSS, J.P.: For his commitment to animal care and protection, rescuing animals from perilous situations and his decades of service to the Royal Society for the Prevention of Cruelty to Animals.

Michael Timothy Fakoory: For his distinguished service in the field of medicine and anaesthesiology and sterling contribution to the Queen Elizabeth Hospital.

Mark Winston St. Hill: For his sterling contribution to Retail and Business Banking, locally and regionally.

SILVER TRIDENT OF EXCELLENCE (For highly meritorious service or achievement in science, the arts, literature, sport, civic duties or any other endeavour worthy of national recognition.)

Annette Patricia Beckett: For her stellar representation of Barbados in Netball, internationally and for her efforts as an administrator to improve the sport.

Selwyn Lloyd Brooks, J.P.: For his sterling contribution to engineering and in the field of disaster management.

Janette Soleta Lynton: For her outstanding work and efforts to assist persons living with cancer in Barbados.

Kenneth Carlisle Went: For his outstanding activism and contribution to the development of the utilities and telecommunications industries in Barbados.

Peter Mark Zephirin: For his outstanding civic duties and entrepreneurial spirit whilst building a sustainable Barbadian business brand.

BARBADOS SERVICE STAR (For meritorious work in the public, fire, military, police, prison or other protective services or in any other similar field of endeavour.)

Mr. Orville Best: For his outstanding service to the Parliament of Barbados and to the community.

Mr. Lemuel Edward Daniel: For his meritorious service to the Barbados Workers’ Union.

Adrian Walter Donovan: For his outstanding service to sports development in Barbados.

Edith Loretta Edgar, J.P.: For her stellar contribution to the development of the Barbados Public Service in her role as an Executive Secretary.

Owen Oliver Moore: For his dedication and service to the fishing industry in Barbados and the region.

Peirson Sylvester Springer: For his dedicated service to the church and the community, in particular to the Seventh Day Adventists.

Bonnie Michelle Leonce: For her dedication to the empowerment and integration of the deaf community into mainstream society in Barbados.

Major Irvin Alwin Boyce, J.P.: For his outstanding contribution to the teaching profession and his dedicated service to the Barbados Defence Force, in particular, the Barbados Cadet Corps.

Granville Joubert Carter: For his contribution as a longstanding advocate for the rights of persons with disabilities and his commitment to working with persons who are visually impaired.

Lavonne Othella Goodman, J.P.: For her outstanding community service to urban Barbados.

Wendy Andria Knight-Hunte, J.P.: For her outstanding contribution in the field of banking.

Pauline Yvonne Ross: For her dedicated community service.

Janice Yvonne Smitten: For her contribution of over 40 years working to help persons with disabilities.

Trevor Antonio Thorpe, J.P.: For his service as a media practitioner and his contributions to the development of motorsports in Barbados.

BARBADOS BRAVERY MEDAL (For acts of bravery in hazardous circumstances.)

Shaquan Shakian Ian Price: For placing himself at risk while preventing extreme loss of property and loss of life, from a house fire in Eastmond Land, Brittons Hill, St. Michael.

Mitchell David Curtis Roach: For placing himself at risk while preventing extreme loss of property and loss of life, from a house fire in Eastmond Land, Brittons Hill, St. Michael.

Kerriesha Kimberley Skeete: For her unselfish act of bravery towards a senior citizen while preventing loss of life from a seizure which occurred on public transportation.
