Ottley is approximately five feet seven inches tall, slim-built and of dark complexion, with small eyes, a bulbous nose and thin lips. He has a small scar on the left side of his neck. When last seen, he was wearing blue beach shorts and a grey T-shirt. Police said Ottley suffers from a psychological disorder and is known to occasionally walk away from home. He walks with an erect posture and speaks with a Vincentian accent.
